Project Manager/Estimator

Objective and Responsibilities:

  • Prepare thorough, timely and accurate project estimates for all agencies and clients as directed.
  • Review and preparation of bid documents, specifications, plans and written proposal and price quotes.
  • Responsible for evaluating specifications, drawings and other bid materials to ensure the proposal is complete and competitive for a successful bid.


Duties, Responsibilities and Essential Job Functions:

Project Development:

  • Search web sites and newspapers for new projects
  • Developer, Owner, Engineer contacts

Pre Bid:

  • Order and procure plans, (co-ordinate with Senior Estimator and Contract Administrator)
  • Develop Bid Folder
  • Maintain status of plans, specs and addendums
  • Read and understand project plans and specifications including all proposal requirements
  • Assist in WBE/MBE advertising
  • Give contract documents to Contract Administrator for bonds and insurance
  • Attend pre bid meetings as required
  • Visit site to determine existing conditions and constraints
  • Solicit sub contractors and vendor quotes to ensure coverage


  • Visit site to determine existing conditions and constraints
  • Schedule potholing if required
  • Prepare take-off as required and or review take-offs to ensure accuracy
  • Solicit input for estimating productions
  • Analyze project and build estimate that affect labor, material, equipment, subcontractors, and suppliers
  • Talk with engineers, owners, clients to make sure to alleviate any ambiguities for a competitive estimate
  • Prepare and participate in estimate review, be prepared at scheduled time
  • Receive and analyze sub quotes and material quotes on and before bid day to determine best value
  • Develop and prepare proposal for private clients with all inclusions and exclusions
  • Assist and understand margin call and bid spread before bid close
  • Check bid book for accuracy and completeness before submittal, including prices, subcontractor listing, minority reporting

Post Bid:

  • Ensure all after bid documents have been submitted as required by contract documents
  • Follow up with owner/client on submitted bids to get project awarded

Awarded Project:

  • Organize and turn over all project documents, sub-contractor and vendor information and quotes to Project Management team
  • Review drawings and specs with Project Management team, highlighting areas of concern and areas of opportunity
  • Participate in pre-construction kick off meeting to provide insight and answer questions of estimate and project

Project Post Mortem:

  • Participate in meeting to understand how the project was built in comparison to estimate
  • Review final job cost with Project Management team to compare cost versus estimate to determine productions on future projects

Personal Development:

  • Initiate personal development program to build professional and management skills
  • Continuing education and technical seminars
  • Develop and nurture relationships with owners, engineers, subcontractors and suppliers


  • Read and comprehend the company safety plan to ensure a safe work environment that meets or exceeds company goals and objectives



  • Must have a clean driving record
  • Must successfully pass pre-employment and random Drug and Alcohol Tests
